Union leaders call for people to spoil their ballot paper in the second round.

Frei and Piñera: two businessmen that defend this inhumane economic model.

Eduardo Frei and Sebastian Pinera are two millionaire businessmen who made their millions from the economic model imposed under Pinochet’s brutal military dictatorship and continue and legitimized by the successive Concertación governments [translators note – the Concertación were reformist coalition of the post-Pinochet parliamentary democracy.]

During all these years a type of society has been consolidated in our country, especially with privatization and concessions, with people of first and second class: unfair and miserable wages, massive inequality between rich and poor in education, health and housing. The destruction of nature, including the fields, lakes, rivers and seas of our country, for the limitless appetite for profit. In Chile, precarious work without a contract has become widespread, with contract fees and sub-contraction. Collective bargaining is becoming a right of a handful of workers while the majority can not exercise it. The current labour law has not substantively changed under the Coalition since the dictatorship.

Although there may be secondary differences, the two candidates represent the continuation of the same model of capitalist society. We instead represent the interests, dreams and needs of people living from their work and their families, and therefore we do not feel represented by either of them.

Stopping the right?

We are told we have to stop the right in its desperation to regain lost ground. The government has put forward last minute projects that it did not present for many years, even talking of amending the Constitution, which has not been seriously attempted in 20 years, beyond cosmetic changes and the signature, in that in agreement with the Alliance UDI – RN the signature of Pinochet was changed for the signature of the Lagos. But also we already have the past experience of the rightist government of Frei.

Do not sell us tales of ‘progressivism’

Eduardo Frei was the one who privatised water in his previous government. Eduardo Frei, during his previous government, never wanted to meet with human rights organizations of relatives of the victims of the dictatorship and it was he who moved the entire state apparatus to prevent Pinochet going to trial in London for human rights violations. It was Frei who extended the system of grants to national assets for public use, such as highways, water from the sea. His government began environmentally destructive megaprojects, such as Ralco and Pascua Lama.

[Trans - Ralco Dam has displaced more than 600 indigenous peoples, and Pascua Lama is a mining project that threatens to destroy more than 20 hectares of a glacier on the border of Chile and Argentina.]

During his tenure, educational reform deepened the segregation of education in Chile, with an one education system for those who can pay and another, with terrible results, for the poorest. It was during the Frei government that unemployment rose from 7.6% to 9.1%, (youth unemployment several times more) and stayed there, when the Asian crisis was over long ago.

In the case of Piñera, it is clear that the 'change' he proposes will not benefit most of the country, but big business instead. If anyone has doubts, here are some "pearls" of his proposals for "Change Chile".

Reduction in redundancy payments. Increasing the contribution of parents in education funding. Deepening the ongoing privatization of health care by promoting private clinics, through health insurance. Reducing taxes for businesses through donations to not-for-profit institutions. Wage flexibility to pay lower wages to young people between 18 and 24 years, which ultimately would result in a downward pressure on all wages. Continue with speculation increasing the investment limits of the AFP, without reservations. Privatizing public enterprises such as Codelco, ENAP, and so on. Deliver the reservation of the exploitation of solid and gaseous hydrocarbons to large enterprises.

The workers certainly have to stop the right.

These two blocks have co-governed Chile for three decades. We call for a struggle to really change things, for working people, no matter who wins the presidential election. The two candidates, Frei and Piñera, represent the right. We must stop them while maintaining our political independence of association, recovering and reorganizing unions through complete honesty, without compromises with discredited politicians. Whoever is elected, we must stop the two rightists, Frei and Pinera, through organization, preparing the mobilisations and struggles that are coming.

Therefore we call on working people to spoil their ballot paper in the second round :

Because the workers have not even recovered the economic and working conditions won before the coup of 1973.

Because the existing labour legislation has been endorsed, amended and sanctified to serve the interests of the big Chilean and foreign investors.

Because the minimum wage, negotiated year after year by the Concertación governments with the bureaucracy of the CUT, has only served to perpetuate poverty.

Because violations of the right to Sunday rest for workers in commerce and services were consolidated under rightist governments of the Concertación.

Because with the approval of these two right-wings the Labour Code has had incorporated in it in these 20 years:

• The polyfunctionality to amend article 10 n3 of C d T.

• The flexibility with part-time contracts (article 40 bis and following C d T)

• The payment of compensation in instalments (art. 169 C d T) and continues to deny the right to nurseries where women work less than 20, and the right to declare and pay no taxes that we pay every month for our salary and the employer must deposit with the AFP.

Because the new parliament, especially the Senate, will meet as always at the service of big capitalists.

Because of this and more, the leaders who sign below can not have confidence in either candidate. Neither Frei nor Piñera represent the workers.

Dirigentes sindicales llaman a anular el voto en la segunda vuelta.

Frei y Piñera:   dos empresarios que  defienden este modelo  económico antihumano

Eduardo Frei y Sebastián Piñera son dos empresarios que se beneficiaron del modelo económico implantado en la dictadura militar y que fue continuado y legitimado por los sucesivos gobiernos de la Concertación.

Durante todos estos años se ha consolidado, especialmente con las privatizaciones y las concesiones, un tipo de sociedad en nuestro país con habitantes de primera y segunda clase: los salarios injustos y miserables, la educación, la salud y la vivienda desigual para ricos y pobres. La destrucción de la naturaleza, observando los campos, lagos, ríos y mares de nuestro país por los apetitos de lucro sin límite son una constante. En Chile se ha generalizado el trabajo precario sin contrato, con boletas de honorarios y subcontratación. La negociación colectiva es cada vez un derecho de un puñado de trabajadores mientras la mayoría no puede ejercerlo. La actual legislación laboral, en lo sustantivo no ha cambiado bajo la Concertación desde la dictadura.

Aunque puede haber matices secundarios, los dos candidatos representan la continuación del mismo modelo de sociedad capitalista. Nosotros por el contrario representamos los intereses, sueños y necesidades de la gente que vive de su trabajo y sus familias, y por lo mismo no nos sentimos representados por ninguno de ellos.

¿Parar a la derecha?

Nos dicen que hay que parar a la derecha, en su desesperación por recuperar el terreno perdido. El gobierno ha mandado a última hora proyectos que no presentó durante años, habla incluso de reformar la Constitución, cosa que no han intentado seriamente en 20 años, más allá de cambios cosméticos y de la firma, en que con acuerdo con la Alianza UDI-RN cambiaron la firma de Pinochet por la de Lagos. Pero además ya tenemos la experiencia pasada del gobierno de derecha de Frei.

No nos vendan cuentos de ‘progresismo’.

Eduardo Frei fue el que privatizó el agua en su anterior gobierno.  Eduardo Frei nunca quiso recibir durante su anterior gobierno a las organizaciones de derechos humanos de los familiares de las víctimas de la dictadura y fue él quien movió todo el aparato del Estado para evitar que Pinochet fuera juzgado en Londres por las violaciones de los derechos humanos. Fue Frei quien  extendió el sistema de concesiones a los bienes nacionales de uso  público, como las autopistas, las aguas del mar. En su gobierno se iniciaron megaproyectos destructores del medio ambiente, como Ralco y Pascua Lama.

Durante su mandato, la reforma educacional profundizó la segregación de la enseñanza en Chile, con una educación para quienes la pueden pagar y otra, con pésimos resultados, para los más pobres. Fue durante el gobierno de Frei que  el desempleo pasó de 7.6% a 9.1%, (la cesantía juvenil varias veces más) y allí se quedó, cuando la crisis asiática había concluido hace tiempo.

En cuanto a Piñera, tenemos claro que el ‘cambio’ que propone no beneficia a la mayoría del país, si no a los grandes empresarios. Si alguien tiene dudas, basta algunas “perlas” de sus propuestas para “cambiar Chile”.  Disminuir las indemnizaciones por despido.

Aumentar el aporte de los apoderados en el financiamiento de la educación. Profundizar la privatización en curso de la Salud impulsando la atención en centros privados, mediante un seguro de salud. Disminuir el pago de impuestos de las empresas a través de donaciones a instituciones sin fines lucro.

Flexibilidad salarial para pagar sueldos menores a jóvenes entre 18 y 24 años, lo que finalmente repercutiría en una presión a la baja de todos los sueldos. Continuar con la especulación aumentando los límites de inversión de las AFP, sin resguardos.

Privatizar la empresa pública como Codelco, Enap, etc. Entregar la reserva de la explotación de los hidrocarburos sólidos y gaseosos a grandes empresas.

Ciertamente los trabajadores tenemos que parar a la derecha.

Estos dos bloques  han cogobernado Chile por tres décadas. Nosotros llamamos a luchar para cambiar las cosas de verdad, a favor de la gente de trabajo, gane quien gane las elecciones presidenciales.

La derecha está representada por los dos candidatos, Frei y Piñera. Hay que pararlos manteniendo nuestra independencia política sindical, recuperando y reorganizando a los sindicatos desde la completa honestidad, sin componendas con políticos desprestigiados.

Cualquiera sea electo, hay que parar a las dos derechas, Frei y Piñera, desde la organización, preparando las movilizaciones y luchas que se vienen.

Por ello llamamos a votar NULO en esta segunda vuelta electoral.

Porque los trabajadores aún no podemos recuperar las condiciones laborales y económicas alcanzadas antes del golpe del 73.

Porque la normativa laboral vigente ha sido apoyada, modificada y santificada para servir, los intereses de los grandes inversionistas chilenos y extranjeros.

Porque el sueldo mínimo que negocian años tras años los gobiernos de la Concertación  con la burocracia de la CUT, solo ha servido para perpetuar la pobreza.

Porque la conculcación del derecho al descanso dominical para los trabajadores del comercio y servicio se consolidó bajo los gobiernos derechistas de la Concertación.

Porque con el visto bueno de las dos derechas se incorporó al Código del Trabajo en estos 20 años:

·                     La polifuncionalidad al modificar el art. 10 n3 del C d T.

·                     La flexibilidad con los contratos a tiempo parcial (art. 40 bis y siguientes C d T)

·                     El pago de la indemnización en cuotas (art. 169 C d T) y se continúa negando el derecho a salas cunas  donde trabajan menos de 20 mujeres, así como el derecho a  declarar y no pagar las imposiciones que mes a mes pagamos de nuestro sueldo y que el patrón tiene que depositar en la AFP.

Porque el nuevo parlamento, especialmente el Senado, responderán como siempre al servicio de los grandes capitalistas

Por todo y mucho más, los dirigentes que suscriben no podemos tener confianza en ninguno de los dos candidatos. Ni Frei ni Piñera representan a los trabajadores.
