The costs are minimal and only a couple of hundred of these trained &amp; equipped individuals are needed to cause major problems.
&lt;/p&gt;&lt;p&gt;
&lt;/p&gt;&lt;p&gt;It would be really easy to force the Police hand because their training is ineffective to organised and equipped groups as their tactics rely on reconnaissance, separation tactics and short attack bursts in order to separate, isolate, deter &amp; control crowds into smaller more manageable groups, whilst their reconnaissance are targeting group leaders or the more excited protester and the gas is used as a dispersion tactic.  
&lt;/p&gt;&lt;p&gt;
&lt;/p&gt;&lt;p&gt;This leaves them vulnerable for a counter offensive by several small groups of suitably equipped demonstrators who with a little training can overcome the Police strategy by simply playing on a number of simple factors, such as the individual policemans biggest fear of being caught out and swallowed into the crowd when on the offensive &amp; the best use of the narrow space. 
&lt;/p&gt;&lt;p&gt;
&lt;/p&gt;&lt;p&gt;The space is purposely narrowed by the use of barriers but these barriers can be detached individually and used as defensive 3 man shields. Finally communications and strategic movement should be implemented from afar with the use of basic communications methods as the use of mobile phones or walkie talkies can be both monitored or disrupted. 
&lt;/p&gt;&lt;p&gt;
&lt;/p&gt;&lt;p&gt;The manoeuvring of the trained and equipped must be orchestrated in 3 steps, the overall movements must be controlled from a Command &amp; Control site away from the main crowds in order to have a full view of the area and react to counter Police movements, with access to TETRA scanners like Uniden Bearcat series &amp; net access to help with decrypting frequencies in order to monitor Police communication activity, although the frequency is encrypted the encryption is easily decrypted using software. 
&lt;/p&gt;&lt;p&gt;
&lt;/p&gt;&lt;p&gt;The C&amp;C will pass on the information to two groups, one group situated inside the main crowd and one group with the trained &amp; equipped. 
&lt;/p&gt;&lt;p&gt;
&lt;/p&gt;&lt;p&gt;Decoy ring leaders, spotters &amp; several locations for command &amp; control communicators should be deployed to confuse reconnaissance and the use of women would also add to the psychological impact &amp; provide fantastic press coverage.
&lt;/p&gt;&lt;p&gt;
&lt;/p&gt;&lt;p&gt;This level of organisation can easily be put together and would lead the Police to use more force leading to huge criticism and heavy causalities on both sides but provides better press coverage.
&lt;/p&gt;&lt;p&gt;
&lt;/p&gt;&lt;p&gt;This method &amp; organisation would also make it easier to spot agent provocateurs who are more easily identified from outside spotters, if they are not following movement directives or acting overly violent.
&lt;/p&gt;&lt;p&gt;
&lt;/p&gt;&lt;p&gt;Considering the directive is to demonstrate over a long period of time, this level of organisation is important to be effective against the Police tactics, otherwise the protests will continuously be downplayed by the Police and shrugged off by the Government, leading to possible, gradual disenchantment with protests in these cold conditions, however if the demonstrators are organised to choose volunteers to defend their civilian rights to protest and defend themselves from Police brutality then this is both more news worthy, a more expensive police force is required and allows demonstrators to protest for a longer duration of time. 
&lt;/p&gt;&lt;p&gt;
